REPORT ON KENDALL COUNTY SURVEY OF POPULATION

INTRODUCTION

PURPOSE
The survey reported in this document constituted one phase of a larger evaluation commissioned by the Kendall County Advisory Board. The purpose of this survey was to gather information and opinions from a probability sample of adults living in Kendall County related to the impact of commercial and residential development and rapid growth. Both English and Spanish versions of the survey were used during data collection. A second survey was administered to service providers focused on resource needs. The third part of the study used preliminary survey results as a basis for a focus group/workshop of stakeholders, including residents, public officials, service providers and representatives from business and industry to provide in-depth opinions about unmet needs and changes needed to improve the services in Kendall County. Preliminary results along with the phone numbers of those respondents agreeing to an interview by a local newspaper were delivered to the Kendall County Advisory Board on May 15, 2000.

Funding for the complete evaluation effort was provided through a grant from the Kronkosky Charitable Foundation. Results from the surveys and the workshop will be presented to the Kendall County Commissioner's Court.

All phases of the process were promoted through advertisements, general press releases and inserts in the Boerne Star, the Comfort News, the Hill Country Recorder, and the San Antonio Express-News, Tri-County Edition. Two thousand 11 x 17 posters were distributed throughout Kendall County at local businesses and community centers. The theme for this concerted public awareness campaign, "THIS CALL'S FOR YOU," was designed to enhance public responses to the phone survey to ensure a representative sample of respondents. The very high response rate of about 22% attests to the quality and extent of the promotional efforts. As one respondent remarked to a survey supervisor, he was "happy to complete the interview because it indicated a positive and proactive approach to Kendall County governance".

* Response rate refers to individuals who agreed to complete the survey. A typical response rate for a telephone survey is about 15%.
